Summary of Study:
Integrated management mechanisms for the sustainability of the environment and water
The high attrition of natural resources to meet the needs of population growth and requirements development have significantly put strain to much extent that no longer warnings of environmentalists and water sufficient to reduce the degradation and the changes caused negative effects on the global climate and endangering the future of humanity at risk. Therefore, they requires integrated management and sustainable guarantees the right of future generations of various natural resources and environment that allows ways to secure their well beings and food security. The studying consists of seven chapters, and its terms are discussed the mechanisms for integrated management of environmental sustainability and water:
Chapter I : composed of four axes, first ( climatic regions and rain forests in the world ) includes two items: major climatic regions in the world, and the rain forest. The second axis ( air circulation systems and ocean water ) includes two items: air circulation systems in the hemisphere, and water current systems in the seas and oceans. The third axis ( global climate change and adaptation methods ) includes two items: global climate change, and the negative effects of climate change and adaptation methods. The fourth axis ( environmental pollution in the world and processing methods ) includes three items: environmental pollution and risks, and causes of desertification and the sandy storms and how to treat them, and coordination of international and regional cooperation to protect the environment.
Chapter 2: consists of three axes, first ( sustainable environmental management ــ tasks and objectives ) includes five items: Requirement of sustainable environment, and basic principles for the management of the environment and natural resources, and systematic integration of environmental management and natural resources, and the functions of the Environmental Management and constraints, and the causes of the deterioration of the system, Environmental and treatment methods. The second axis ( integrated environmental management and protection of biodiversity ) includes six items: chemicals management and its wastes, and management of fisheries, and aquaculture, and ecosystem management, and biodiversity, soil management and agricultural and livestock production, and risk management of climate change and drought disaster and agricultural pests, and management data monitoring and analysis information and forecasting. The third axis ( legislation for environmental sustainability ) includes three items: Environmental Protection Act legislation, and the enactment of the forest protection and sustainability, and the enactment of the protection, and sustainability of pasture.
Chapter 3 : consists of three axes, first ( food and population in the world ) includes three items: rapid demographic growth and food needs, and the degradation of agricultural land and food security, and the challenges of poverty and hunger in the world. The second axis ( agricultural development policy and environmental ) includes six items: development of appropriate agricultural, and data and information management, and research of agricultural development and government policies, and the policy of land titling, leasing and investment, and participation in land management and investment in human resources, and land management policy in the arid and semi-arid areas. The third axis ( the main sources for the production of conventional and alternative energy ).
Chapter 4 : consists of five axes, first ( the actual water in the world ), and the second axis ( the actual water in the Arab world ), and the third axis ( the water problems in the world and their solutions ) includes four items: water problems in the world, and the main obstacles in the way of assessing freshwater resources in the world, and the world's water challenges and methods of response, and proposed recommendations to solve the problems of water in the world. The fourth axis ( water pollution and climate change ) includes five items: water pollution, and the impact of climate changes and their negative effects on water and food security, and the requirements to assess the groundwater and its protection from pollution, and objectives of evaluation of the groundwater monitoring system at the national and regional levels, and develop the capacity to preempt the risk of flooding. The fifth axis ( water deficit and methods processed ) includes eight items: the main causes of water deficit and methods processed, and how to reduce the water deficit, and the main recommendations to avoid water shortage, and the development of water projects for the development of water resources, and quality standards for the establishment of water projects of regional joint and constraints, and the general principles to study water projects, and the main obstacles for the implementation of water projects in developing countries, and methods of water resources development and methods of rational use.
Chapter 5 : consists of three axes, first ( the management and its patterns ) includes three items: what the administration, and the main patterns of management of public enterprises, and patterns of centralized and decentralized management. The second axis ( functional authority and entitlement ), and the third axis ( patterns of the successful leadership and mechanisms of decision-making ) includes four items: Director and Leadership Styles successful, and develop the skilled manager and development capabilities, and the mechanisms of decision-making and administrative patterns, and guidance and control.
Chapter 6 : consists of three axes, first ( patterns of water management ) includes five items: the principles of centralized management of water resources and its tasks, and the principles of decentralized management of water resources and its tasks, and the principles of participatory management of water resources between the public sector and the private sector, and management control in local waters, and management of supply and demand for water. The second axis ( the requirements of the integrated management of water resources ) includes four items: technical requirements for the success of the integrated management of water resources, and management functions integrated water resources management, and the main means for the management of water resources, and the enactment of the protection of water resources. The third axis ( Integrated Management of sustainability of water resources ) includes six items: requirement of integrated management and sustainability of water resources, and ways of successful plans to sustainable development and deal with the constraints, and goals sustainability of water resources and methods of development, and recommendations should be followed to the sustainability of water resources and prevent degradation, and the problems of water resources management in the Arab homeland, and the enactment of the National Council for the sustainability of the environment and water.
Chapter 7 : consists of two axes, first ( conflict management in the shared international rivers ) includes four items: difficulties in the joint management of international rivers, and Conflict Management of Water and options national and regional cooperation, and constraints of water sharing in international rivers shared, and cooperation and coordination with relevant international organizations water affairs. The second axis ( conflict management in the territorial waters ) includes nine items: identification of the continental water boundaries of Iraq, Iran, Kuwait, and the criteria for determining the continental boundaries in the Geneva Convention for the territorial sea in 1958, and the criteria for determining the continental frontiers in the Law of the Sea in 1982, and the reasons for the border dispute in the territorial waters between Iraq Iran and Kuwait, and the criteria for determining the rights of geographically disadvantaged in the Law of the Sea in 1982, and violations of Kuwait and Iran to Iraq's sovereignty, according to Law of the Sea in 1982, and the most important awards of the International Court to determine the limits of the continental boundary, The general provisions for the settlement of international disputes by peaceful means, and the most important legal principles and rules to resolve the dispute of the continental boundary.
